REGULAMENTOS LOCAIS: REGLAMENTO LOCAL DEL AERÓDROMO / LOCAL AERODROME REGULATIONS
Las operaciones se ajustarán a las normas operativas generales, Anexo BRAVO, establecidas en la parte ENR 1.1, reemplazando el punto C, cuyo valor es de 2.000 ft. Aeródromo Controlado. Prohibidas las operaciones sin enlace con el control. Giros de 180° deben realizarse sobre superficie de hormigón. En TWY “J” entre TWY “A” y APN Industrial, ACFT hasta Clave “C” incluida, podrán rodar autopropulsadas. Clave “D” y superiores deberán ser remolcadas. En las salidas, previo al despegue y en las entradas, antes del ingreso a la CTR se deberán comunicar con la TWR EZEIZA a los efectos de solicitar el permiso de tránsito e instrucciones. Los helicópteros están sujetos a procedimientos especiales para la operación. Habilitado para operaciones de aproximación por instrumentos categoría 3 A en pista 11 (se requiere aeronave y tripulación especialmente certificada para este tipo de operación).
2.20.1 SUMINISTRO DE AUTORIZACIONES ATC MEDIANTE ENLACE DE DATOS (DATALINK DEPARTURE CLEARANCE - DCL)
En el Aeropuerto Internacional Ezeiza (EZE/SAEZ) se aplican procedimientos de salida vía enlace de datos para los servicios de autorización ATC (DCL). En caso de discrepancia, la voz siempre prevalecerá sobre el enlace de datos. El piloto solicitará la autorización ATC de salida (DCL) vía enlace de datos, a través de la emisión de un mensaje denominado DEPARTURE CLEARANCE REQUEST (RCD), por medio del ACARS, y recibirá la misma mediante un mensaje denominado DEPARTURE CLEARANCE UPLINK MESSAGE (CLD). Si el piloto está conforme con dicha autorización, la aceptará a través del mensaje denominado DEPARTURE CLEARANCE READBACK (CDA), que remitirá dentro de un plazo de CINCO (5) minutos desde la recepción de la autorización. Transcurrido dicho plazo, deberá comunicarse mediante la frecuencia VHF con el Puesto de Entrega de Autorizaciones ATC (CLRD) de la Torre de Control para requerirla nuevamente. Asimismo, ante cualquier inconsistencia en la autorización recibida, el piloto se comunicará vía frecuencia VHF con el Puesto de Entrega de Autorizaciones ATC (CLRD) de la Torre de Control para requerir la enmienda correspondiente.
Paso 1
El piloto solicitará la autorización de control de tránsito aéreo vía enlace de datos con la anticipación suficiente teniendo en cuenta su hora de salida. El mensaje DEPARTURE CLEARANCE REQUEST (RCD) debe contener los siguientes datos:
• Identificador de vuelo;
• Aeródromo de salida;
• Posición / Puerta;
• Aeródromo de destino;
• Designador de la información ATIS recibida;
• Tipo de aeronave

Paso 2
El sistema verifica la sintaxis del mensaje RCD recibido y lo compara con los FPL existentes en la base de datos. La tripulación recibirá el DEPARTURE CLEARANCE UPLINK MESSAGE (CLD) o un FLIGHT SYSTEM MESSAGE (FSM) en los siguientes casos:
Si el mensaje RCD fue recibido conforme a lo dispuesto en el presente documento, el sistema genera el mensaje CLD con la siguiente información:
• Identificación de la aeronave;
• Aeródromo de destino;
• Pista asignada para la salida;
• Procedimiento de salida (SID);
• Código Transponder;
• Siguiente frecuencia;
• Designador de la información ATIS vigente a la hora;
• Hora de salida (en el caso de que existan regulaciones);
• Restricciones;
• Límites del Permiso - Información adicional.

Si el sistema detecta una inconsistencia en la información del mensaje RCD, enviará un mensaje FSM indicando “REVERT TO VOICE PROCEDURES”; en este caso, se procederá según lo establecido en el presente documento.

Paso 3
Si la tripulación está conforme con la autorización, deberá enviar el mensaje DEPARTURE CLEARANCE READBACK (CDA) vía enlace de datos a la menor brevedad posible.

Si 5 minutos después de la emisión del mensaje CLD, la tripulación no ha aceptado la autorización; el sistema asumirá que se ha presentado un error y anulará el permiso mediante la generación de un mensaje FSM. Ante esta circunstancia, el piloto deberá comunicarse con el Puesto de Entrega de Autorizaciones ATC (CLRD) de la Torre de Control para recibir su señal de autorización ATC de salida.

CONTINGENCIA PROCEDIMIENTO “REVERT TO VOICE”
Al recibir el mensaje “REVERT TO VOICE PROCEDURES”, o ante cualquier inconsistencia en el permiso recibido, el piloto solicitará comunicarse con el Puesto de Entrega de Autorizaciones ATC (CLRD) de la Torre de Control para recibir su señal de autorización ATC de Salida.

Step 3
If the crew is satisfied with the authorization, the DEPARTURE CLEARANCE READBACK (CDA) message should be sent via data link as soon as possible.

PROCEDIMENTOS DE VOO: PROCEDIMIENTOS DE VUELO / FLIGHT PROCEDURES
2.22.1 DESCARGA RÁPIDA DE COMBUSTIBLE
La descarga rápida de combustible en vuelo se realizará en el área especificada en el documento AIP Vol. I, parte ENR 2 TMA BAIRES columna observaciones. La coordinación para utilizar esta área queda bajo jurisdicción del control del TMA BAIRES. El control no autorizará el cruce del área por aeronaves cuyo nivel de vuelo sea inferior al FL 095 hasta que el piloto informe la finalización del operativo.
2.22.2 NORMAS PARA LA OPERACIÓN DE HELICÓPTEROS (Ref. Disp.77/96)
1. Las operaciones de Helicópteros en la plataforma de aviones del Aeropuerto Internacional Buenos Aires / Ministro Pistarini / Ezeiza es exclusiva para el traslado de Autoridades Nacionales, Extranjeras o Vuelos Sanitarios.
2. La operación de helicópteros públicos o privados no comprendidos en el párrafo anterior, está autorizada hasta tanto se habilite el Helipuerto Ezeiza, exclusivamente en los Helipuntos “D” y “E”, y con coordinación y autorización previa con Operaciones Ezeiza sobre el desplazamiento de pasajeros por el aeropuerto.
3. Las operaciones de Helicópteros en el Aeropuerto Internacional Buenos Aires / Ministro Pistarini / Ezeiza deben ajustarse a las partes establecidas en el Reglamento de Vuelos, Apéndice 1 "Procedimientos Generales de Operación para Helicópteros", Publicaciones de Información Aeronáutica y a las Normas Particulares vigentes. (en el formulario Plan de Vuelo se incluirá en la Casilla 18: STS/VIP - cargo y nombre - o STS/HOSP).
